Article acquaints the reader with problems of formation of a state policy in the field of national education in early XX century. The nobility’s participation in the field of public education, attempts to develop a reform of all stages of education, from elementary to higher, are analysed. Examples of educational activity of nobility are given. It is noted that the problems of elementary and secondary school resulted from the absence of a personality-educational aspect in schooling and scanty salary of teachers. The present-day secondary education system encounters similar problems.
