E. I. Kuzmin as the founder of the scientific school of research on state library policy

Th e article presents the life path and evolution of E. I. Kuzmin's views on the state library policy. Th e importance of such factors as cultural and regional diversity in the concept of E. I. Kuzmin, as well as the importance of civic initiatives in the development of librarianship, is shown. Using the elibrary citation database tools, the circle of his colleagues and scientifi c successors was determined. Th e creativity of V. R. Firsov in the development of the ideas of E. I. Kuzmin is particularly highlighted. Th e reinterpretation of E.I. is noted. Kuzmin noted the importance of the state factor in the 10s of the XXI century, as well as the growth of his attention to information policy as a system forming element in the state library system.
