During the existence of the Liao dynasty (907-1125) there was a rise of culture, held in the form of the Renaissance. Khitan culture actively adopts general East Asian culture and in particular Chinese. One consequence of this will be the emergence of "people of culture", as in China, who accepted Chinese culture is much stronger than the bulk of the Khitan. A striking example of this category is Yeluü Tuü, the eldest son of the first Khitan emperor, also known by the Chinese name Pei, who played a prominent role in the political life of the empire, but is most remembered for his studies of literature and art. The article not only talks about his life, but also attempts to understand the causes of occurrence of such people and their place in the history of the Khitan and Eurasian cultures. They prefer the culture, not as a means to simply achieve social and personal goals, but as the meaning of his life. Before us is a kind of phenomenon. This is one of the mechanisms of formation of a layer of intellectuals as one of the categories of a population. "People of Culture" has become one of the results and the wide dissemination of a new education system. In the chain of education - education - public service as they actually prefer to stay in the first stage. Society and culture rejects them, especially since they work more with cultural artifacts with mostly secular character. Literature, poetry, art, mass is considered idle pursuits that have no value for the state and opposes the culture or religion as a whole. In Khitan, literature was only busy idly. Tuü at maximum departs from the mental and the formation of culture, and is obviously too interested in the southern culture and the recipe. Thus, he has a greater capacity to focus on the two most important aspects: first of all, problems; all to the same to him. In general methodological terms, this care education as a separate sphere, in concrete is about mastering a foreign culture as a metaregional culture. During this period, those who have been loyal to this area until the end, of course, were in a difficult relationship with contemporary society. Behavior of Tuü in "Liao Shi" ("History of the Liao Dynasty") directly described him as a deviant. However, by the end of the Liao Dynasty as a result of the creative development of Chinese influence emerged original culture, a layer of educated people was formed, as well as an analogue of Chinese officials, and gentry, whose formation was based on the ancient culture.
