Once again to the question of “forced victimization of the population”

The article considers the proposal to apply the concept of “forced victimization of the population” for use in the analysis of the victimological situation at the federal and regional levels and in the planning of victimological prevention measures. Suggestions are made regarding the understanding of the objects and subjects of this victimization, its causes and favorable conditions, and possible measures of victimological prevention are revealed. As examples of the decisions, in the end, leaving significant numbers of citizens without proper protection from possible criminal attacks, discusses the situation with a deviation of legislators draft Federal laws “On combating domestic violence”, “On combating organized crime” and others. In this aspect, analyzes the existing problem of poverty the large masses of the population in formal law, in accordance with regulations, swargarohini certain groups of business and the purchase of luxury items instead of solving the social problems of the masses, reference is made to the speech of the President of the country on this issue. The author concludes that the current state of Russian legislation allows for a long time to exist situations that place citizens in the category of potential victims of crime or make decisions that increase the victimization of the population, and allows for the absence of any measures of responsibility for the subjects of such victimization. In logical connection with these conclusions, the concept of “forced victimization” is revealed as a consequence of the activities of state and other subjects of managerial, economic and other activities, leading to an increase in the risk of significant masses of the population to acquire potential and real victimization in the conditions of the existence of a sufficiently large-scale crime in modern Russia.
