The article considers the proposal to apply the concept of “forced victimization of the population” for use in the analysis of the victimological situation at the federal and regional levels and in the planning of victimological prevention measures. The author concludes that the current state of Russian legislation allows for a long time to exist situations that place citizens in the category of potential victims of crime or make decisions that increase the victimization of the population, and allows for the absence of any measures of responsibility for the subjects of such victimization. In logical connection with these conclusions, the concept of “forced victimization” is revealed as a consequence of the activities of state and other subjects of managerial, economic and other activities, leading to an increase in the risk of significant masses of the population to acquire potential and real victimization in the conditions of the existence of a sufficiently large-scale crime in modern Russia.
