The paper examined the grounds having involved global social and cultural changes, and emphasized the precedence taken by an energy-information component to the geopolitical dynamics of the civilization continuum. The study emphasized the relevance of new facets in social and cultural insight urged to respond to challenges of direct mental hazards emerging over the world, and requirement of energy-information security the civilization has sought for, assumed to be the framework for considering spiritual culture as a «strategic reserve» for the mental setup of the nation, for the purpose of generating new forms of civil society.
