Factor analysis of the risks of social and economic development of the Arctic zone of the Russian Federation

Аbstract. The objective necessity and relevance of the problem of taking into account the specifics of Arctic risks in the implementation of state policy in the Arctic Zone of the Russian Federation is substantiated. A critical analysis of the scientific literature in the field of methodology for diagnostics and risk assessment is presented. The relationship between the concepts of development of the Arctic macroregion and the nature of the impact of risks on the achievement of the set goals is shown. The need to apply a factor selection of qualitative risk indicators that have the greatest impact on achieving the goal of socio-economic development of the Arctic territories is substantiated. The author's system of risks has been formed, reflecting the impact of such factors as spatial-organizational, natural-geographical, temporal, geopolitical, general economic, institutional, demographic, infrastructural, scientific and technological, socio-cultural, motivational and stimulating.
