A Factorial Approach to the Formation of Investment Policy in the Strategy of Socio-Economic Development of Regions

In the article, the author explores the topic of the factor approach in the formation of investment policy. The logic of the presentation of the material is based on the fact that uneven regional development, arising due to various factors, can be mitigated by applying certain mechanisms. Therefore, the article initially examines the basic concepts of the theory that laid the foundation for the differentiation of regions. The author shows that initially the theories of development imbalances were formed on the example of enterprises, then on the example of regions. In the work, the author systematizes the theories and identifies from them the factors influencing the imbalances of regional development. The theoretical part also discusses the development of strategic planning, as well as investment policy. The appeal to these issues is due to the fact that strategic planning has been applied to smooth out the imbalances of regional development. However, the author comes to the conclusion that it will work only when an investment policy is organically integrated into it.
