The problem of single-industry towns development is quite relevant for the Russian economy. The criteria for inclusion of municipalities into this category were discussed several times over the past 20 years. To optimize the functioning of the single-industry towns it is necessary to develop thoroughly the legal mechanisms of responsibility, the special economic policy, monitoring of living standards, development of partnership between public and commercial economic sectors.
