Factors constraining the development of the national innovation system in Russia: a content analysis

On the basis of content analysis the article reveals the key factors hindering the formation of the national innovation system in Russia. In the course of research ranking of factors-obstacles of innovative development is carried out, their systematization by levels/subjects of economic system is presented.
