Factors suppressing the development of the institution of the foster family

The foster family is not a novelty of the legislation of modern Russia. Historically, it has been usual in Russia to take orphans to be raised in families. When creating a legal model of a foster family, the legislator uses the best experience in the organization of orphans and children left without parental care. This article examines the history of creating a legal model of a foster family in Russia, paying close attention to the reasons that hamper the development of the institution of the foster family.
