Federal districts in the implementation mechanism of constitutional values

The scientific problem addressed by this article is the definition of the concept of "constitutional values", as well as the determination of the validity of creating federal districts in the system of territorial organization of power and their existence in the mechanism for the implementation of constitutional values. The author considers the constitution as a constitutional value by its very nature, and also points out that the constitution bears ideology as it establishes a system of ideas and guidelines for state and social construction. The author draws attention to the gaps in the legal regulation of the status of federal districts, and shows some ways to eliminate them.
