Bilingualism phenomenon as an integral component of globalization processes in the modern world

Bilingualism as a socio-historical premise, an organic part of multiculturalism is the basic condition and communicative mechanism for implementation of intercultural dialogue. It provides congruence of semantic perspectives for representatives of different native cultures. Bilingualism is also often defined as a cultural coexistence of individual ethnic groups within a single state, which have differences in their originality, traditions and, first of all, language. In countries with the established liberties this phenomenon became "institutionalized" as a form of recognition several languages of a state. Bilingualism in the world have been becoming a daily reality, but it is significantly differentiated by socio-cultural features of national systems, their susceptibility, and state policy of national cultural development in both mono- and multiethnic communities.
