The phenomenon of phantom risk: theoretical and practical aspects

The presented work is devoted to the study of various aspects of the formation, manifestation and consequences of the implementation of phantom risks. Unfortunately, despite the formed opinion about the reality of the existence of phantom risks for several decades, the study of phantom risks has been ignored by the scientific community, as indirectly evidenced by the lack of publications by both domestic specialists (for example, with registration on the e-library platform) and foreign scientists (for example, with registration in the Scopus database). With the existence of several dozen definitions of the concept of risk, even approaches to understanding the definition of "phantom risk" are not found in any of the research papers. In this connection, there is a need for an unambiguous understanding not only of the concept of phantom risk itself, but also of the mechanisms of its formation, dissemination in the media space, the features and consequences of a risky event. As a result of the work done, the author highlights the key aspects of understanding phantom risks and their main differences from the general understanding of risks. In addition, the mechanisms for the formation of phantom risks and the clear relationship between the appearance of phantoms and the consequences of their implementation with the injection of various types of fake information into the media space were highlighted. Mechanisms of influence on phantom risks are proposed, taking into account the peculiarities of their formation. The presented work is theoretical in nature and uses examples and cases posted in the open information space.
