Philanthropic practices as actors of influence in policy-making

Modern society is undergoing an accelerated transformation. Consumers of social benefits are turning into real subjects of managing the development of territories and industries. New requirements are being developed for the forms and mechanisms of interaction between government, business and the non-profit sector. In order to form these mechanisms, it is necessary to understand the capabilities, capacity and role of each side in the development of such a process as philanthropy. The article reflects the achievements, limitations, opportunities and risks associated with the practice of modern charity. Philanthropy is seen as a diverse and dynamic set of social practices, that have only recently become the object of a systematic study in a new field of research, alongside their rapid transformation and increase in social significance. It is concluded that the role of philanthropic organizations in the development of social functions is strengthening, which allows us to speak of a state-philanthropic partnership as a new model of interaction between the state and private charitable organizations and individual philanthropists.
