Philosophy of reforms and state-legal building of the Ministry of Internal Affairs of the Kyrgyz Republic

The author analyzes the reasons for the failed reforms of the Ministry of Internal Affairs of the Kyrgyz Republic for the entire time of the sovereignty of the Kyrgyz Republic and suggests examining the issues of state-legal construction of the Ministry of Internal Affairs on the proposed classic by this topic in Russia, Professor Yu. E. Avrutin’s philosophical plan: in line with axiology, epistemology and ontology. The author, based on a philosophical approach, concludes that at present the only normative document defining the main guidelines for reforming the Ministry of Internal Affairs is the 2012 National Security Concept of the Kyrgyz Republic.
