The effectiveness of social and environmental management directly relates to the opportunities for implementing the environmental and moral imperatives in the context of the intensified social and natural crisis. The process of social and environmental management involves the simulation of the future system of relations, the development of techniques, resource and information support, risk assessment, structuring the procedural stages, a review of factors affecting the object transformation. There is a systemic relationship between all these properties. The proper consideration of their interactions is the key to the successful activities in the social and environmental context. Predicting changes in both real and conceptual systems (the latter is based on the real system and simulates its possible state) is a necessary component of the management process. The challenge-response scheme acquires another connotation associated with the ambiguous response to challenge as opposed to further aggravation of the situation resulting in the fact that the analysis of theoretical schemes and their implementation techniques are treated differently in specific situations.
