Financial support of Russian agricultural producers under conditions of uncertainty

Since 2014 international economic sanctions have been imposed on Russia. Under the term international economic sanctions some restrictive measures in the form of punishment for any misconduct and / or actions are understood. The main purpose of the sanctions is to create unfavorable conditions for the object of application and to force it to change the chosen course. The United States, a number of EU countries and others as a disagreement with the accession of the Crimea and Sevastopol to the Russian Federation adopted a position aimed at deterring and preventing similar precedents in the future. First of all, the sanctions touched upon the financial sphere and foreign trade, which were so problematic in recent years. Despite the fact that the introduction of sanctions has a positive effect on the rise of the domestic agricultural industry, at present the Government of the Russian Federation is implementing a number of programs to support the agricultural industry, and, therefore, agricultural producers have additional incentives to develop their business, increase production, and expand the sales network.. Agricultural producers are those who devote more than 70% of their activities to the production of agricultural products or their processing and sale. This, in its turn, has a positive effect on the economic situation in Russia as a whole: improving the quality of agricultural products, smoothing the negative impact of economic sanctions, providing the market with necessary goods. That is why the authorities cooperate actively with the banking sector and offer to receive financial support on easy terms for small and medium enterprises for the development of agricultural activities. The article discusses the main measures of state support, the objectives of the State Program for the Development of Agriculture until 2020, the concept of agricultural producers, the scheme of state support by the Ministry of Agriculture of Russia and the scheme of interaction between Bank Clients, the conditions for borrowers, recipients of loans, documents necessary for registration in the register of beneficiaries of benefits, and describes the direction of spending concessional loans (the purpose of obtaining concessional loans).
