Financial support of the region: features and problems (on the example of the magadan region)

The article analyzes the mechanism of financial provision of the Magadan region and development of proposals aimed to improving the process of its formation in the region, including compensation to the budget of the Magadan region lost income for the tax on mineral extraction (MET): 1) as a result of providing benefits to participants of the special economic zones in the Magadan region; 2) from providing tax benefits to participants in regional investment projects by providing financial assistance in the form of other inter-budget transfers. If the proposed changes are implemented, the decrease in the amount of lost income under the met will amount to an average of 1,020 million rubles per year. From the point of view of economic development of the Northern territories, it is necessary to take into account the inevitability of additional costs, and, consequently, the need to recognize the North as a special object of state regulation.
