Financial and organizational aspects of solving the problem of staffing shortage of doctors in the Russian Federation

In the article, the authors examine the dynamics of the number of doctors in the Russian Federation, study regional characteristics, and pay attention to problems in individual profiles of activity. Despite the growth of the total number of doctors in the study period, there are trends towards their reduction in most constituent entities of the Russian Federation, as well as in a number of profiles (for example, a decrease in pediatricians by 14.42%, phthisiologists - by 27.27%, doctors of the sanitary and anti-epidemic group and doctors of general hygiene - by 48.56%). Another discovered trend is a decrease in the number of doctors with the highest and first qualification category in 2008-2022 by 22.73%. To solve the identified problems, the authors formulated a two-component set of measures aimed at tactical and strategic management of the personnel shortage of doctors in the Russian Federation, including taking into account the personal achievements of employees and the sufficiency of their number for the healthcare system. Particular attention should be paid to the disclosure of information on both existing opportunities for doctors (including additional regional support measures) and the volumes of financial support for the healthcare system. The results of the study can be used in the practical activities of the Government of the Russian Federation, the Federal Fund for Compulsory Medical Insurance, the Ministry of Health of the Russian Federation, and the Federal Assembly of the Russian Federation in the context of substantiating approaches to solving the problems of the shortage of doctors in the Russian Federation.
