On the basis of the equation for the dependence of Bartenev glass transition temperature on the cooling rate is set to share a similar dependence of the fluctuation volume, frozen at the glass transition temperature. Constancy of the ratio of empirical constants of the equation is a consequence of the criterion of glass in a model of the excited state.
