The phonetic features of bilinguals’ Russian speech in the Perm Krai are under consideration in the article. The following three components of bilinguals’ phonetic accent must be considered when studying the speech of bilinguals in both interlingual and intralingual types of interference: 1) the regiolect basis of their speech; 2) the contribution of the native language of bilinguals in the regiolect substrate; 3) the influence of the native language on bilinguals’ Russian language. The analysis of the phonetic features in Komi-Permyaks’ and Tatars’ Russian speech shows that many phonetic features of the Komi-Permyaks are the same as typical pronunciation features of Perm dialects. The data of historians and dialectologists confirm active contacts between the Russian and Finno-Ugric languages in the early periods of Russian colonization of Ural. The most of Tatars speech features, however, are the same as the features of the modern regiolect; this suggests that the contact processes between the Russian and Tatar languages were of great importance in the XX th century, and these new contact processes led to formation of the new regiolect phonetic feathers.
