The article highlights peculiarities of the formation of leisure activities of individuals, the interrelation of leisure activities and leisure actions, reveals the levels of leisure activities implementation, characterizes the stages of the formation, identifies specific features of leisure activities organization, taking into consideration spiritual interests and needs, creative and intellectual development of individuals, as well as their abilities to implement their leisure orientations, development of their social and cultural initiatives, creation of various cultural and entertainment programs and knowledge of cultural traditions.
