Financial potential of the consumer services in the Moscow region

This paper focuses on increasing financial capacity in consumer services and the mechanism to overcome it. The study identifies the need for additional financial resources to expand the consumer services network in the Moscow region and explains how to establish a mechanism at the municipal level for funding and crediting small business. The mechanism rests on credit cooperatives - microfinancial institutions following the principles of self-organization and mutual financial support for entrepreneurs who qualify to enter into credit relations with banks and municipal authorities regarding budgetary funds on preferential terms within the framework of consumer services development.
