Formation of urban space and cultural environment in the activities of local self-government in Russia at the turn of the 19th and 20th centuries

The paper is devoted to the topical issue of the development of local government and the formation of urban cultural space. The most important indicator of the level of development of civil society is the degree of citizen participation in government and, above all, in local selfgovernment bodies. The author uses the example of Pavlovsky Posad to analyze information about the activities of local self-government in Russia in the late 19th and early 20th centuries on the basis of published materials and a number of archival documents, first introduced into scientific circulation. The characteristic features of the personnel are revealed and the range of issues that were under the jurisdiction of the local selfgovernment bodies is outlined. The personal composition of these bodies in Pavlovsky Posad, which largely determined the main vector of the economic, socio-political and cultural life of the town, is considered.
