Formation and use of human capital in economics agrarian sector

During the development of mankind certain factors played certain role in fate of nation and folk. In XXI century the person and his potential become the main power in the development of the economy. That’s why all personal investments, his intellect and health (physical and spiritual) beforehand become the beneficial for state and society. Increase of lifetime and knowledge had the positive effect in formation of the human capital and so enlarge the period its recoupment. This article describes the main and important value for each country and human value. The idea of the human capital has old roots in history of the economic thought so author explored views of foreign and our country scientists, who studied questions according to reproduction and use of the human capital. There were considered main modern concepts, points, tendencies and regularities of development of the human capital, showed the regularity system of human capital in this article. In the same way there were shown the main features, scientific principles of the formation and efficient use of the human capital in agrarian sector of the economy, where it has the same economic essence, as the other branches of national facilities. Also there is regularity of enterprises and owners of the human capital interaction, showed human capital specifications of agricultural workers. The carried out analysis has shown, the essential problems and difficulties in formation of the human capital, helped to define the main reasons in degradation of human capital in the agrarian sphere. On the base of made work were offered directions of the improvement in formation and efficient use of the human capital of workers in agrarian sector by increasing employment of the rural population, activation of the investment ensuring in the development of the human capital.
