Formation and development of the Russian state (on the Karachay-Cherkess Republic)

The article considers the direction of formation and development of personnel planning of the subject of the Russian Federation. The example of the Karachay-Cherkess Republic is cited as a subject. Staff planning should be systematic at levels of management and ensure balanced development and deployment of productive forces. The main productive force of society is the person who acts as a subject of economic life. The main methods of management of personnel activities are provisions on legal regulation.
