Formation of universities' planning tools

The article deals with the approach to the formation of the planning tools of universities' activities based on the formula of David Gleicher, which allows to evaluate the need for changes. The author proposes to use the university's program documents as tools, in particular: the mission and vision statements; the development plan; the plan of financial and economic activities for a calendar year; budget. The author presents the features of the tools and the mechanism of their application.
