The article considers the formation of legal norms for regulation of the movement of goods, services, labor and capital in the EAEU. The study concludes that within the framework of the Eurasian Economic Union (EAEU), the liberalization process is considered more deeply not only as the elimination of any trade barriers, but also as a possible merger of national economies of the EAEU member states. At the same time, the EAEU practice allows to clarify, adjust and make joint decisions, which, if effective, can be defined as the Union law. Particular attention in this article is given to the legal norms concerning the movement of goods.
