Formation of integrated evaluation of the level of innovative development of the sector

Effective management of the industry should be based on adequate information-analytical mapping of the processes occurring in it. The article proposes a methodological toolkit, consisting in an integrated assessment of the development of the industry, and discloses its content. The developed decision support system is based on the optimization model of development programs in the oil and gas industry. A method for complex estimation of program variants based on matrix convolutions is considered and proposed. The problem of optimization of the program of branch development is formulated as a task of achieving the required value of a complex evaluation of a program variant with given direction reserves and minimum costs. Algorithms for its solution based on methods of network programming are proposed. This technology is also applicable for the formation of regional development programs.
