The modern situation with housing and communal services market in the Russian Federation requires a new investment model for infrastructure modernization of housing and communal services. The long-term profitability of the market should motivate investors. The paper investigates the model structure, levels and mechanisms for the modernization of investment attractiveness of housing and communal services, based on international and Russian experience.
