Formation of environmental policies of Russian Federation subject to transition to a circular economy

In the context of the implementation of the national project "Environmental well-being", the transition to a closed-loop economy is becoming a key area of environmental and economic transformation of the subjects of the Russian Federation. Thus, in accordance with the regulatory legal acts of the Russian Federation, the regions should develop regional programs for the transition to a closed-loop economy, which will contribute to achieving the national goal of the Environmental Well-being project. The article reveals the theoretical and practical aspects of the formation of regional environmental policy in the context of the implementation of the principles of the EZZ. The analysis of the target indicators of the federal project "Closed-loop Economy" has been carried out, institutional and organizational-economic barriers at the regional level have been identified. The authors substantiate the need to create an interdepartmental body for managing the transition to EZZ in each subject of the Russian Federation, formulate its functions and powers, and identify the stages of forming a regional strategy. The materials of the article can be used in the development of regulatory documents, programs and support mechanisms aimed at sustainable development and resource conservation in Russian regions.
