Creating economic basis of the performance of intraurban districts. Interim results of reforms

The article deals with the legal bases of formation of the economic basis of the organization and performance of intraurban districts. The Chelyabinsk city district is chosen as an example, on the territory of which a pilot project of the local government reform has been realized. The problems of implementation of the reform in terms of the creation of independent, financially secure local authorities are found out. The research of different views of scientists presented in the literature sources and current conditions of functioning of local government in the United States and some European countries is carried out. The author comes to the conclusion that it is necessary to study the transaction costs when endowing intraurban districts with the municipal property, and that there is a need to make additions to the Budgetary Code of the Russian Federation to clarify the definition of the common norms of assignments to the budget from taxes and duties for all intraurban districts.
