Creation of the concept of a united system of public power in the national constitutional law

The article is devoted to the research of the ideas of public power in the science of constitutional law. Basing on the analysis of the main documents of the Russian state and the theories dominating in the national science of constitutional law, author substantiated the conclusion that there was no serious research on the problems of public power almost until 1999 and the subsequent growth of scientific and practical interest in them. The uniqueness of the modern concept of a unified system of public power, which ensures organizational interaction between state and municipal authorities without denying the independence of local self-government, is substantiated.
