Formation of the concept of rational environmental management in the arctic territories contributing to their sustainable industrial and socio-economic development

The international community's recent increased interest in practical development of the Arctic territories is caused by both economic and geopolitical factors, and the countries' need to strengthen national security. Russia is one of the key players in Arctic issues. For the Arctic, as a region with a high degree of ecosystem instability, environmental management issues are of particular relevance. Environmental problems of Northern territories are currently an important subject of discussion both in the scientific community and in the production sector, especially oil and gas. The relevance to develop the Arctic, while reducing a negative impact on the environment, substantiates the need to find new approaches to Arctic territories development. The purpose of the study is to develop a concept of environmental management in Arctic territories, which will contribute to their sustainable industrial and socio-economic development. To achieve this goal, the authors analyze latest state initiatives on this issue, consider environmental problems and assess availability of technologies in the field of environmental management. The study uses GAP and stakeholder analyses. Under the latter, we identify the stakeholders, whose interaction will contribute to effective development of the environmental management concept in the Arctic. The results of the study can be used in elaboration of strategies and programs for the development of Russian Northern territories, which emphasizes the importance and applied nature of the work performed.
