The formation of consular cooperation by the Russian empire with foreign states

In the article the process of legal registration of the consular institutions of the Russian state in the pre-revolutionary period is examined. The causes for the necessity of consulates have been analyzed. The article is characterized the functions of consulates and their evolution. It has been marked specificity of consulates established in the Eastern States. Acts of national and international law regulating the relevant issues have been studied. It is concluded that the Consular Law Institute was formed in the pre-revolutionary period and especially this process extensively took place in the nineteenth century.
