The article discusses professional development of employees of the law enforcement organizations. In view of the fact that their professionalism ensures successful execution of administrative tasks in extreme situations, the professional development in educational institutions of the Federal Penitentiary Service (FPS) is considered as a first priority objective. The author proposes to solve this problem by developing self-organization culture of employees of these organizations. The self-organization culture of FPS employees is seen as a set of professional values and professional and personal qualities, including strong-will, design, communication, management, and evaluation skills.
