"Regulations on provincial and district Zemstvo institutions" was one of several reforms that entered the Russian historiography called "the Great." So called a set of measures taken during the reign of Emperor Alexander II in the sixties and eighties of the nineteenth century. The sphere of local government was one of the most backward and inefficient in the system of General public administration, as it was built in full compliance with the system of serfdom. After the peasant reform of 1861 it was not possible to adapt the old political system to the new conditions. Socio-economic changes required reform of the management system.
