Methodological approach to improve the effectiveness of the governance mechanisms of public and private partnership in the region

The article provides the new requirements for building state investment policy in the regions that are developed after publishing the results of expert work on urgent problems of social and economic strategy of Russia until 2020. The authors specify the concept and subject structure of governmental system in the regions and provide the retrospective of concepts of the governmental control. They determine the strategic directions of the development of public and private partnership in the regions and suppose the methodology of managerial model achieved by the development of public and private partnership in regional investment policy of growth of infrastructure in the region. This growth is based on the process approach in the system of strategic regional planning, expansion of the subject and functional structure of the system of the regional government and peculiarities of the concept of new state management
