Development of Motivational Aspects in the Civil Service Using Economic Regulation in Specific Sectors

The academic community traditionally pays great attention to the issues of civil servants’ motivation. However, the trajectory of implementing economic incentive measures remains understudied. We have analyzed the sector-specific laws and theoretical framework of material incentives for civil servants, and subsequently identified the specific features of civil servants’ motivation development by generalizing the trajectory of incentives for their work. The identified features allowed us to understand the rationale for implementing HR policy in the public sector in accordance with industry-specific legislation, which ensures the development of a professional profile of employees with a specific motivational set relevant to the state system. The results obtained are potentially useful for further development of the tools for improving the civil service system based on the current employee motivational set.
