Formation of municipal authorities in the urban district with inner-city division through the example of the city of Chelyabinsk

The article analyses the amendments to the Federal Law as of 27.05.2014 N 136-FL «On making amendments to article 26.3 of the Federal Law «On general principles of organization of legislative and executive branches of power of the subjects of the Russian Federation», which present means of delegation of powers and formation of executive and legislative local authorities in the urban district with inner-city division and the inner-city district. The article observes the potential of development of the effective form of people’s participation in exercising local self-government in Chelyabinsk. In connection with transition of Chelyabinsk to a new type of municipal institute: the urban district with inner-city division and the inner-city district, the author comes to the conclusion that the system of local government in Chelyabinsk has become more open to the accumulation of interests and needs of people. The article deals with Russian and foreign experience of transition of local governments to the two-level system with district division.
