The author investigates the policy of forming a community in the USSR and post-Soviet Russia. In general, an attempt is made to comprehend this category in relation to two historical eras. The purpose of the work is to find tools that will help prevent threats and minimize risks in the political world through the formation of a community. The author used a interdisciplinary approach, theoretical methods of formal logic and a comparative method. The study of the qualitative characteristics of the formed all-Russian identity is carried out, and the possibility of their correlation with the concept of “historical community” is determined. The study reveals the characteristics of both the “new man” of the Soviet period and the “new man” of modern Russia. The study of the Soviet experience contributed to the search for ways of constructing a “new man” of supranational state identity both in the Russian Federation and as a part of it in the North Caucasus region, and the contradictions inherent in modernity as a whole have a separate impact on the process of forming a community.
