The history of indigenous peoples is an integral part of national history. The country in general and the peoples of the North in particular have been affected by transformations in all spheres of life. Previous studies on this issue make it possible to provide a comprehensive analysis of the historical background to public associations of the indigenous peoples of the North by a case study of Magadan Region. The author investigates the unifying processes among ethnic groups in Magadan region at the turn of the 1980s-1990s. The research determines the prerequisites and the procedure for the establishment of the above-mentioned associations in the districts of the region, their composition, and the program provisions. The study is based on the records of the State Archives of Magadan Region and the periodicals. The author concluded that public associations in Magadan region developed spontaneously, and the party and state authorities tried to control this process. Despite such a duality, there were the first organizations that represented and protected the interests of the indigenous peoples of the North and were ready to hold a constructive dialogue with the authorities.
