Formation of a subsystem for the provision of human resources by subjects of construction activity

The introduction reveals that limited resources, which include labor, are an important part of the industrial construction process. The supporting statistical data emphasize the expediency of research in this direction. The purpose of the scientific question, which has practical significance, is to form a subsystem for providing human resources to the subjects of construction activity and consider it in the scheme of interrelated subordination in the general resource management system.. The author draws attention to the materials of research by scientists on the concepts of “human resources”, the role of resources in investment activities. A generally recognized scientific method is used to analyze the dynamics of labor resources, including in the field of labor productivity. The results of the analysis of the impact of workers’ labor on the volume of output, combinatorics, and statistical information are also taken into account. The results of the study suggest the formation of a subsystem for the provision of human resources by the subjects of construction activities and take it into account in the general resource management system. The results of the study using a regional approach is to complement the existing scheme of the relationship of labor resources in the direction of groups of companies and the public procurement system, which involves taking into account in the general management system of labor resources of business entities in construction and directly forming a subsystem for providing labor resources with subjects of construction activity. This interrelated range of practical issues and tasks, focused on purposeful management and the search for acceptable investment-attractive objects, involve an in-depth study of theoretical aspects in this direction. Therefore, the manifestation of the economic content of labor resources in relation to industry specifics causes an appeal to the essence of the concept of “labor resources of construction organizations”. Unambiguously, in this case, the totality of available and possible labor resources is taken into account, which includes all possible employees with whom it is possible to achieve certain results, which is the basis of the concept within the framework of the resource and human resources subsystem.
