The article deals with the issues of formation of the notion of international terrorism. The author views the period of the Great French Revolution, revolution events in Russia etc. Special attention is paid to the definition of terrorism in the documents of the League of Nations and the UN. Activity of the UN on working out t he definition of the notion terrorism is analysed.
