The article describes the technology of the competence model for the development of MFC employees with the identification of problem areas. The relevance of this study is due to the importance of forming a professionally trained and dynamically developing socio-professional group of MFC employees as one of the decisive factors in increasing the population's credit of trust in the authorities. At the same time, the lack of a systematic approach to the development of human resources with increasing requirements for the professionalism of MFC employees determines the need to create effective learning tools focused on independent and individualized educational activities, as well as the need to analyze the conditions for the effectiveness of training, including using telecommunications. The implementation of the described model of competencies of the employees of the OGKU “Government for Citizens” of the region will make it possible to fully reveal the individual abilities and potential of the employees of the MFC and, on this basis, form a highly professional corps of modern managers. The object of the study was the corporate training system of the OGKU “Government for Citizens”. The subject of the study is the key competencies of the operating officer. As a result of the study, directions for improving the system of professional development of employees of the MFC of the Ulyanovsk region were identified.
