Formation of regional policy in the concept of sustainable development and ecosystem approach

This article examines the main parameters of the formation and implementation of regional policy from the perspective of the ecosystem approach on the example of the Kaliningrad region and assesses the prospects for its stability in conditions of high turbulence of the entire economic system. A theoretical and methodological review of all possible aspects and aspects of regional policy in the context of its structural components, such as socio-economic, environmental and resource-saving management, made it possible to clarify the application of the ecosystem approach in practice. Moreover, every year the implementation of state policy aimed at the development of regions involves the establishment of a balance of interests not only in the process of its development and formation, but also in the course of execution at each level of public administration. At the level of implementation of government policies, it becomes more obvious the need for both preliminary and final assessment of each of the stages of implementation on the principle of synergetic effect and subsequent diffusion to other types and measures of regulatory instruments and mechanisms. Moreover, the digital platform and real-time remote analysis tools, which act as a key parameter of the eco-system approach and acquire serious prospects, make sufficient adjustments not only to the mechanism for implementing regional policy, but also to the process of its development at the level of individual assessment procedures.
