Forming a system of criterial indicators for evaluating the efficiency of implementation import substitution strategies at levels enterprise - industry (region) - country economy

The implementation of import substitution strategies at industrial enterprises and in sectors of the Russian economy is carried out under the leadership of the Russian government, starting in September 2014. Naturally, the problems and the results obtained attract more and more attention every year, both from the side of the enterprise’s governing bodies, line ministries and departments, as well as from socially active citizens. Over the past six years, the main efforts have been focused on forming the fundamental foundations for the development of the industrial potential of the Russian economy. An extensive industrial infrastructure was created to actively involve regions in the solution of this problem in the constituent entities of the Russian Federation. Compared to 2012, the number of regional industrial parks (RIPs) increased 4 times. Today, in the territory of 110 such RIPs, more than 2.5 thousand Russian and foreign enterprises operate. More than 3 thousand companies produce high-tech products in 45 industrial technology parks. These and a number of other measures contributed to the operational solution of the task of accelerated import substitution. However, the available positive results do not alleviate the problem of determining the effectiveness of spending allocated funds and the implementation of individual measures in the framework of import substitution strategies. An approach to its solution will be proposed in this article.
