This article focuses on the formation of a system of personnel training and development as a key functional area of personnel management of an innovative organization. The problem field of the formation of the personnel training and development system is described, the organization’s models for designing innovative behavior within the framework of the mechanistic and organic organization models are analyzed, the influence of the power structure in the organization on the formation of the personnel training and development system is studied, methodological guidelines for applying methods and tools for managing the training system are defined and development of the organization’s personnel; analysis of the impact of recruitment procedures, personnel policies, policies and motivation on the innovative behavior of the staff organizations, a model of training and development system of employees innovative organization.
