The formation of priority staff system of the innovative development of rural areas

Research carried out by the authors indicates serious problems in the implementation of the Russian Federation’s state policy in the policy on sustainable development of rural territories. Less than 15% of current government officer have special education in the direction “public and municipal management”. The situation remains to be acute especially in rural areas. Local government’s municipal offices are basically displaced by the experts in humanities, social and related fields, such as economists, lawyers, pedagogues, sociologists, agrarian, mathematicians, engineers, natural sciences expert, military. The realization of the strategic goal to transition to innovative way of the economy development is impossible without solving a problem of ensuring the public and municipal management by qualified personnel. Conducting large-scale socio-economic transformation identifies the need for a constant inflow of highly qualified specialists, including the need in local authorities. Education is the basis of innovation development. The current system of training and professional development of municipal officers is effective less than 50% of cases. Almost 90% of municipal officers graduated short-term courses, however they do not gain any useful skills and experience in the process of training. These circumstances indicate that the existing system of training, preparation, retraining and improvement of professional qualification of municipal employees is not perfect. Such a situation does not serve to the purpose of state personnel policy, strategy of country’s socio-economic development, and moreover contributes to the negative dynamics of rural economy’s scientific and technological development, and decrease in its scientific and technical level. These circumstances show the necessity of forming a unified system of training and advanced training of managerial personnel and specialists for local authorities and the economy of rural areas. The authors suggest a fundamentally new educational program aimed on acquisition of the technologies of the municipal and corporate management with taking into account local circumstances, appropriate to the highest requirements to the training quality of this managers and specialist’s category.
