Forming an incentives system in the cultural and recreational activities development management in the rural areas

The paper discusses the formation of a system to stimulate cultural and leisure activities in the countryside. The purpose of the study is to determine the dynamics of the development of cultural and leisure activities in order to increase the role of culture as a factor that triggers the processes of consolidation of society, the formation of public consciousness based on the preservation of the continuity of national values. The state makes high demands on the creation of modern cultural and leisure sites that outline the identity of the traditional interests of the people. Increasing the social significance of museum work, creating conditions for traditional art circles and popularizing cultural heritage sites ensure the creation of a cultural product and, in general, determine the guidelines for the development of civil society. The existing contradictions in the provision of mass cultural work in the countryside are associated by the authors with a low level of material and technical base, technical equipment with digital communications, and accessibility to cultural values. The prestige of work in the cultural institutions of the region has been studied, the tools for stimulating the labor behavior of workers in cultural and leisure activities have been clarified. As a conceptual model of incentives, the necessity of using an effective contract with employees of club and creative activities has been proved. The mechanism for managing the labor behavior of workers in cultural and leisure activities to stimulate professional activity is described. Criteria are proposed for stimulating the labor behavior of workers in rural culture, such as developing, participating in large creative projects, directing a script and holding unscheduled cultural events, advertising club events for consumers, covering creative activity through the regional socio-political newspaper, ensuring the artistic level of cultural events, compliance with schedules for creative and cultural events.
